Initializes an instance of DispatchWorkloop - parameter label: A string label to attach to the workloop. - parameter attributes: Additional workloop attributes to customize. (See DispatchWorkloop.Attributes). - parameter autoreleaseFrequency: Autorelease frequency to assign to the workloop. See DispatchQueue.AutoreleaseFrequency. Defaults to AutoreleaseFrequency.workItem. - parameter osWorkgroup: OS Workgroup to assign to the workloop.
